I used http://www.writetothem.com/ to contact my MP Laurence Robertson
(Tewkesbury) a little under a month ago about the OXML issue.  I
included the following links and a bit of my own opinion, specifically
about the behaviour of the BSI:

I received an email a few days later say he'd look into it and
today, coincidentally, a letter written on paper and everything.  He
says that he understands my concerns and that "the EU commission has
stated that it will be investigating the format under procurement rules
and examining whether there has been an infringement of these
procurement rules.".  He make no reference to my concerns about the BSI.
