[Gloucs] Postcode data to be free

Those of you who recall the talk from OpenStreetMap.org may be
interested to note that the government plans to open the
postcode-to-location database (GPS;long/lat;OS grid refs) for free use
from April 2010. Postcode-to-street-address (house number, street name)
will remain a closed, paid service.
