Try looking at Toshiba. I got an Equium L40-156 15 months ago for under £400. 
This has Intel graphics and dual boots Windows and Linux (openSUSE 11.1) 
happily. It doesn't meet your requirements for CPU speed and HDD capacity but 
others in the Toshiba range do.
