Really, you have to fund yourself.  The banks and stuff will only 
usually consider things from an existing business.  For example, if you 
want to borrow money to buy more stock to get it cheaper.
Any form of loan introduces risk.

There are various people like the princes trust, business link, small 
business incubators.
