Seems I was wrong, and it can be installed.  This is from a list message:

I presume that by 'upgrades' he means from an older version to F7, so that's 
not a problem for you. 

There is no CD version - in terms of a 5 or 6 CD set.  It is official policy 
to have only the Live CD and a 1-DVD install disk.

Doing a 1-CD install from the Live CD may be fine for you.  You'll want a big 
download at the end, but then there always is, as bugfixes are always thick 
and fast at this early point.
