If I understand correctly, $7,100 will get you

    a tower,

    an IBM Power 9 CPU,

    128 GB of DDR3 ECC RAM,

    AMD Radeon RX 480 (8 GB VRAM) GPU and

    2 Western Digital WD40EFRX 4 TB SATA drives.

They're evidently 

    1.) waiting on IBM to release Power9 CPUs to
        the general public, and
