Another thought, along the lines of my original post on this topic.  If
you do look at ruby on rails then radrails/eclipse is the way to go for
the developer.  I use it extensively and love it.  Also there is a good
JS/CSS editor built on the eclipse framework that is said to be very
good as well.  Personally I have not tried it yet, as I dont do to much
ajaxy style stuff.

and the JS/css editor is at : www.aptana.com

Both run under almost any platform.
