For virgin you need a DVB-C card, which aren't available in the UK due
to an equipment embargo on import of the hardware. AFAIK only licensed
companies (virgin, cable and wireless) are allowed to import DVB-C
reception hardware.

There is no such restriction on satellite reception devices, however the
small inline decryption device (smart card dongle) are now becoming
harder and harder to come by, as they were trivial to crack, especially
with a blank smart card (which require a license to purchase in germany)
and some digging online for softcam keys.
