It is iceape, aka seamonkey. As distributed by debian.

And just cos a browser isn't supported by the original developer, doesn't
mean that you should automatically force all your users to upgrade. 

This browser, tho old, has a far nicer UI than any other I have used.
Trying to foce firefox/iceweasel to my bidding is just a futile gesture
that generally results in me getting banned from a firefox irc channel. 

Iceape/seamonkey/mozilla does what I want out the box.
