Out of interest but:
soxi file.wav

should tell you if sox understands the format
and

sox file1.wav file2.ogg

will convert file1 to file2

and 
play file1.wav

is just sox under an alias so if soxi can cope play may well too.

Sorry if any of this is irrelevant but I spent some time fighting WAV files.
