What is the condition?
Is there already a society page that can be linked into?

How about getting a free/low cost hosted WordPress (or similar) blog and
buying a domain name to point to it?

For low cost you can use a CMS like cmsimple http://www.cmsimple.org/ which
does not require a database which allows you to go for low cost hosting
solutions.
