If you do that the coding bogey man will come round and chop your 
fingers off one at a time without anaesthetic, and when he's finished 
with your fingers he will start on various other bits...

rsync is your friend when it comes to transfer of missing or modified 
files, and the hip, cool and up to date way to control distribution of 
complex applications is 'ant'.  However, make should be able to do it, 
and personally I find the syntax for ant a bit impenetrable.
