I agree with Karl (though shame on you sir for running Windows.)  Out of 
interest as I know I wanted to do this sooner or later and thinking 
Peter's statement just couldn't be right I followed the instructions here:

(being, still, with the occasional resigned sigh, a fedora person)
And guess what?  With the odd obvious adjustment for versions having 
moved on a bit it just worked.  I now have a running emulator with a 
hello app running in it.  More like an hour than 15 mins, but that's 
probably down to my being an old duffer.

I'm running Eclipse Version: 3.7.1

The problem/challenge as I see it, as ever with a new environment, is 
not so much knowing how to program, but learning yet another API.  
Recommended tutorials anyone?
