It's called LOCKiosk, but the free version which I'm using limits you
to only two apps, along with the obligatory ads, £4.87 for pro
version.
It's use can be authorized for 'just once' or 'always', and it's
password protected. Default plain white background but an image can be
used.

(just in case: the 'did more or less exactly what I wanted' only
refers to locking stuff away, not the main thread of this
conversation).
