Yeah, I reckon it's a niggling config typo.

I note from the 'man sudoers' file that it specifically mentions...

         Cmnd_Alias     REBOOT = /usr/sbin/reboot

...so can you edit your command and use THAT instead of /sbin/shutdown ???
