That would depend entirely on the desired outcome, whether the desired 
outcome is possible would also depend entirely on the format of the 
files that you have downloaded.

If you downloaded an ISO for example (a good one, since this is about 
the only legal item I know of that is commonly distributed via torrent - 
downloading copyrighted material without a license being illegal...), 
then you want the "Tools->Burn DVD ISO Image" option.

If you wish to archive the files to a DVD, then you want "File->New 
Project->New Data DVD Project".
