Being pedantic, a literal interpretation of Schedule 4 says that you 
can completely rewire a house like-for-like ! You can replace any 
single cable, and any fitting - repeat until you run out of old 
cables and fittings and you've rewired ;-)
Also, there's been a thread on the DIY-NOT forum, and you can even 
replace a CU on a like-for-like basis as well. You are allowed to 
replace a damaged enclosure. And you are allowed to replace any part. 
So taken literally you could replace the case one day (re-using the 
old innards), and then replace the component parts (innards). After 
some debate, some believe you can replace an MCB with an RCBO - it's 
replacing a device without affecting circuit protective measures.

You are correct, "Part P" doesn't apply to non-domestic installations.
