Thanks for all the responses.  It seems fairly evenly split between
people who don't mind agency posts as long as they're reasonable,
and people who don't want agencies to post at all.

We can't please everyone so I'm proposing that for now we go with
the few simple rules I've put here:

Bear in mind that this list has never really had any rules and to
date there hasn't been a flood of agency postings - I do much of the
moderation and I certainly haven't been discarding them.

So let's see how it goes for a few months now..
