Yes we all like freedom but look at the problem another way - the lecturers presumably give their presentations in English and don't cater for non English speakers. So English is the standard language used at the establishment. Imagine the havoc if a lecturer had to be multilingual !

The medium of instruction is specified before you join the course, the 
file format not. If standards had been laid down, there would be no 
cause to complain to the lecturer. Software is very occasionally 
specified, but I don't think that practise is encouraged.
