The city of Munich has mandated a switch to Linux. They have a
population of 1.3 million whereas Iceland has a population of only
318000.

Peru, with a population of 29.6 million, has a legislated that
government departments cannot buy "systems that tie users into any
particular type of software or that limits information autonomy".

Brazil, with a population of 195 million, has a strongly pro-open source
stance within government. In addition, there have been laws passed in
some states that stipulate a preference for open source software.

Even our own humble United Kingdom of Great Britain and Northern Ireland
has policies that open source software should be preferred.

There have even been moves away from proprietary software, similar to
Munich's. My old employer, Bristol City Council, dictated a move away
from Microsoft Office to Star Office back in 2004. I must admit, it was
refreshing to work in a centrally managed corporate environment and yet
have a free software office suite in the OS menu :-)
