[Lug-listowners] Email scanning

This evening I activated the MailScanner framework on lug.org.uk.
(from Univ. of Southampton, see www.mailscanner.info)
I've been testing it on another (more lightly-loaded) system and
it seems to be sufficiently resilient.

Initially it is just:
  Dropping emails to the mailing list domains if they fail RBL checks;
  Removing possibly-dangerous attachments from all incoming emails: 
  filename/filetype detection, HTML forms etc.

Over the next few days & weeks, I'll gradually extend its detection
by enabling spamassassin (gently at first) and virus checking within
the MailScanner framework.

So the amount of spam reaching the mailing list moderation process
should gradually fall, and hopefully we'll lose hardly any genuine
messages in the process.
