[Lug-listowners] Mailman upgrade on lug.org.uk

In preparation for the switchover, I'm skimming through 1200
unapproved messages on the list server and deleting/rejecting 
most of them (though any genuine-looking ones I spot I'll approve).

I intend to perform the switchover sometime tomorrow.

(A few small lists, like lugmaster, have already moved across as tests).
