No, you are able to view moving images on a PC. The license is for any
device that can receive BBC programming. Few programs are available in
whole on bbc.co.uk, and those that are they restrict to UK viewers...
the best that they can do for now. Quite whether it is legal to watch
these without a license I do not know.

However a couple of years ago there was serious talk about requiring a
license for anyone with a PC and broadband. It got a lot of
opposition, as you can imagine, and *seems* to have gone quiet.
