Sounds like a weird setup in Mandrake then [or in other words, I don't
have a clue about that distribution]. Have you asked around on their
lists?
Have you tried using a ssh or even plain old windows's telnet client to
login to your linux box? Does the cursor keys work then?
An alternative to using exceed is vnc and its derivatives...
