I take it by testing and stable you mean the branches of Debian?
If so, use apt-proxy.  It will ensure that once all your boxes are
pointed at it you only grab stuff once and only the stuff you need.

You can also proxy the security stuff as well as the regular mirrors.

It's very neat.
