RIPEs whois (and I assume the same applies to ARIN and APNIC) always 
lists the block and then the route (from which blocks may be 
allocated). Try looking up something outside that range but still 
within NTLs netblock and you get for example:

inetnum:      81.111.16.0 - 81.111.31.255
netname:      NTL
descr:        NTL Infrastructure - Middlesbrough
country:      GB
admin-c:      NNMC1-RIPE
tech-c:       NNMC1-RIPE
status:       ASSIGNED PA
mnt-by:       AS5089-MNT
remarks:      INFRA-AW
changed:      hostmaster at ntli.net 20030512
source:       RIPE

I'd assume this is mostly so that you can see the reason RIPE were 
provided for allocation of the IP (sub-)block in question. I'm sure 
someone else on the list can explain in more detail.
