Mike,
Try Anthill (http://anthill.vmlinuz.ca/index.php) small and simpler than 
Bugzilla.  It's skewed for software maintenance but other than that I've 
used for software helpdesks before and been pleasantly suprised at the 
speed of getting something useable running.
