[Nottingham] HTML email composer

I'm talking to someone about LInux, and he's asked a specific question: is 
there a Linux app which will allow him easily to create and send fully HTML 
formatted email?

What he needs is not just text formatting, but the ability to create internal 
links within the email (what he sends out is a fairly lengthy regular 
bulletin, and he likes to have an 'index' bit at the top with links to the 
content below).  Including graphics isn't a priority, but might be nice if 
it's available. 

Nothing obvious appears on Google, but then googling for terms like email, 
HTML, link and compose is doomed to failure!

Anyone know anything useful?
