Because getting decent bandwidth to your home is expensive. Anything
above 2MBit will cost you an arm and a leg if it is available at all.

If your after your own physical machine, there's bash.sh and
jump.net.uk (which I use personally)... both are mostly "no frills",
but also cheap.

And then there's always Easynet, Host Europe and Clara net.
