[Nottingham] limiting a user's quota

Hi, as suggested earlier i looked into the "quota" program, and ive been 
having some strange problems:

steps i have taken:

urpmi'd quota

read some hotow's...great...i know what to do

in /home i did "touch aquota.user;chmod 600 aquota.user"

then i edited /etc/fstab and added ",usrquota" in the correct place in the  
/dev/hda6 (/home) line

mount -o remount /home  -remounted /home

so far so good (this method has worked for a friend and many other people...

then i type edquota -u temp     to set the quota but i get this error:

edquota: Quota file not found or has wrong format.
No filesystems with quota detected.



strange! Anyone got any ideas? I run mandrake (which im sure you all know 
supports quota by default)
