There is probably an easier way of doing this but have a look at syslinux / isolinux.
You can use this to 'chain boot' so the CD boots syslinux/isolinux which boots the floppy
image on the CD.
I use this on my laptop to boot a DOS floppy disk image on the hard disk without needing
to get a copy of the DOS HDD MBR.
In my case though the chain goes Lilo -> syslinux -> DOS
The documentation took some rooting round and experimentation to get right but it works.
