[Nottingham] Proxy Default

I hope this one should be quick and easy.  All I want to do is set up a system wide default http poxy setting for all users, that I don't have to change it in mozilla every time anyone wants to start using the internet.  I know I've done it for wget in the wgetrc file, but have been unable to find anything obvious like iprc or ip.conf.  There's nothing obvious in the RH9 guis or documentation and googling gives me a lot of information on setting up an apache server!

Any clues please?
