The freedom to use punctuation in strange ways?

I hadn't noticed, but at least they've changed the notice from the one
the University originally introduced last year, around the time they set
up that dreadful firewall. It used to read:

"This message has been scanned but we cannot guarantee that it and any
attachments are free from viruses or other damaging content: you are
advised to perform your own checks.  Email communications with the
University of Nottingham may be monitored as permitted by UK legislation."

In addition to the complete lack of commas and the unusual use of a
colon, I particularly liked the idea that my messages may contain "other
damaging content": libel, obscenity or perhaps they can simply compromise
artistic integrity.
