The server can't talk to the client until the network is 'up'... so 
unless you can do it in two stages (with a secure and an insecure 
network?) it's a non starter.

Otherwise you could tell the server to give the key to certain devices, 
based on MAC address or something. But the amount of administration 
would be the same as putting the key onto the devices.
