[Nottingham] BBC On demand service windows only?

I found an interesting bit of information on the Ubuntu forums
regarding the BBC Charter. Apparently "the BBCs charter explicitly
forbids it from entering into agreements which restrict how users can
access content such as requiring ms windows or internet explorer."

I've tried finding this in the charter but it's an awful lot of text
to get through.
