[Nottingham] [RFC]: ZoneMinder & Hardware Issues (?)

mkay, here's one to cook your noodles:
I've just built a machine around a Philips multichannel composite capture card
intended for use as a CCTV system. Specs follow this brief;
The system is locally unresponsive (Apache server process responsible for the
streaming is hogging the system). Over the network (via the browser GUI) it's
very slow, even when not streaming 8 channels of video. From the reported
load on the system (~17.50+!) I would be thinking that there's a lot of I/O
queuing going on and that's basically pulling the entire system back to a
grinding crawl. So, first thought is: do you guys think a SoftRAID might help
in this situation to relieving the load? Or am I barking up the wrong tree
regarding database I/O? Should I be looking somewhere else?
Specification:
Asrock P4i65G mainboard
Intel P4 "Prescott" HT 3.06GHz with HT on (hmmm... I've seen problems with HT
in high-load situations on Win32 systems... comments?)
2x512MB DDR400
80GB PATA133 HDD
Philips Semiconductor 8-channel PCI composite capture card w/8 connected CMOS
cameras
(irrelevant but...) NVidia GeForce 2 MX 32MB AGP 2x
Mandriva 10.1/ZoneMinder LiveCD (standard HD installation)
