Works for me:
$ gpg --send-key BF15490B
gpg: sending key BF15490B to hkp server subkeys.pgp.net
But subkeys.pgp.net is quite a few hosts:
$ host subkeys.pgp.net
subkeys.pgp.net has address 18.104.22.168
subkeys.pgp.net has address 22.214.171.124
subkeys.pgp.net has address 126.96.36.199
subkeys.pgp.net has address 188.8.131.52
subkeys.pgp.net has address 184.108.40.206
subkeys.pgp.net has address 220.127.116.11
Possibly you got a bad one, or possibly your network is not
configured to allow that..
