OK, so setting IPs on the tap0, tap1 and br0 and:

 From the network gateway I can ping all the set IPs (on tap0, tap1 and
br0) and the gateway machine arp lists the MAC address of the eth0 for
all of them.

On the test machine, networking outwards is fine if br0 is used.
However, trying to route outwards through tap0 or tap1 fails and tcpdump
on the appropriate tap0 or tap1 shows that the arp who-has messages are
never answered. tcpdump on br0 shows nothing at those times.

proxy_arp for all interfaces is set to "1". ip_forwarding is set to "1".

tcpdump also shows that incoming broadcasts make it across the eth0 ->
br0 -> tap0 route.

The problem is in getting out and in the one eth0 MAC that the outside
still sees.

Next tweak?

Cheers,
Martin
