Android?
Of course it depends on what you define as GNU and OS. If by GNU you
mean anything built with GCC, then likely not - as Linux (the kernel)
uses several GNU C extensions.
However is a minimal system with the Linux kernel + Busybox GNU Linux?
If not then I imagine you can find many non-GNU OS's running atop
Linux.
