[Nottingham] Two rather simple questions

This is getting more headache-inducing by the minute.  According to the

According to some, the receiver simply does not like 1.1 (I can't find
any external ports that connect to bus 001 or 002).  Although why it
behaves in the very specific way it does beats the hell out of me.

All this has brought back memories of one thing: one day, for no reason
I could fathom, when this box was running XPsp3 it began to complain
that I'd plugged a high-speed device into a low-speed port.  Is it
possible for a 2.0 hub to become broken and degrade to a 1.1?  This
being an old Dell Dimension 9200, nothing would really surprise me.
