I hadn't considered GiffGaff, but it looks like they don't allow
tethering even on their "unlimited" plan.
And I've just found out that the plan I intended to get
("all-you-can-eat") also doesn't cover tethering

Nexus 4 is a bit pricey for me, I don't have over £500 to splurge on a
phone.
