They are, but as you will always need IPv4 addresses to visit
IPv4-only sites¹, that won't immediately help. BT know they will need
CGNAT so it's a good thing that they've actually put some effort
into trying it.

You can quite easily avoid it if you like by using smaller ISPs that
probably charge more. Something like 95% of the UK's Internet users
are on the largest 4 ISPs.

Expect more CGNAT!

¹ Okay there are some other tricks whereby you can have an IPv6-only
  network and still talk to remote hosts that only have IPv4
  addresses - things like DNS64 - but in a lot of ways they are worse
  than CGNAT.
