[Phpwm] [OT] Top Posting

Hi,

I think list policy should be to *not* top post. top postings makes it
difficult to retain the flow of a mailing list conversation.

For those of you who don't know what top posting is, it is when you
reply to an email at the top of a block of quotes text. If you reply
above the block, it makes it difficult to keep the conversation
continuing to cascade down.
