[Phpwm] Php 5 includes not working

Yup, it does.  So does mysql and I believe postgresql.  We have PERL and 
a bash implementation.

I found out the problem - open_basedir directive.  By default the 
php.ini file had it set to sys:\tmp.  I had to add my document root and 
all started working properly.
