Nagios would probably do what you want.

I don't think it would check sites - its more server activity (or lack of).
Flanders uses (or used too - they had a Nagios screen projected in Comp
services whiteboard all day - so a server problem would become obvious
quickly - although I think they got bored and put some_lame tv channel on
now.

Hows it goin..? Just starting a re-design of the College website here..
