[Phpwm] Would Drupal be suitable for this project?

I've got a new project starting soon and the discussion about Drupal
late last year starting me thinking if it would be suitable for this
project rather than hand coding majority of it.

The project will be a website that requires a user login, users will
be able to create their own pages/articles (they will be able to
create mini-sites) they will also be able to view other users
articles.

Before an article can be viewed by other users it must be approved by
an administrator. The administrators need a shared private blog where
they can brainstorm ideas (would be nice if they could have a wiki too
but not essential).

At some point in the future I will need to add in a forum for the
users so this is worth keeping in mind. Also the administrators will
require a control panel so that they can ban naughty users, etc.

I have never used Drupal before and would be interested in trying it,
especially if it can save me alot of work ;-). I am also open to over
suggestions of how to develop this site using existing technologies.
