Pete, I'd imagine you can achieve at least some of what you want with 
the organic groups module[1].
One of my favourite things about Drupal is the wide range of extension 
modules available[2].

You should, at the very least, be able to use Drupal as a foundation for 
your project and extend it with custom modules and templates.
