I can only vouch for Internet Explorer 6.  Go into the Tools Menu, Select
Options and on the window that comes up select the advanced tab.

On this list is an option titled "Reuse windows for launching shortcuts".

Check if this is ticked or not.

Quick question..........

Is there a way when you have an external internet addressed icon on the
desktop in XP to force it to always open in a new window?
Similar to the 'target= ' bit on a HTML tag.

As an example I have an icon on there for my router login
http://123.456.1.1/ and it invariably seems to try and open in the page I
have open for my music stream!
