There's also #phpgroups on irc ... (which isn't that busy)

I'm not quite sure what the aim of it is, as php.net seems fairly good 
at promoting php groups (assuming they actually bother to have some sort 
of 'event' that can be published)

It would be nice if php.net had a listing of user groups under some sort 
of 'community' section....
