doesnt the page its linking to become the content in that context in that
the <h> sizing is defining importance. This certainly works with Google in
things like Actinic catalog in the way it uses the sitemap page as a massive
list of <ul><li>type links - looks awful but incredibly effice on Gogle as
it treats each <li> as a seperate paragraph.

I've seen that, they use a similar keyword system on things like
freerepublic.com to link between news topics - but I didn't think that was
quite the same as a tag cloud in that the words came form pretty much
predefined lists - though there may be a tag cloud behind the scenes, but it
would have to have a variable number of words and words couldnt be allowed
to drop out of it if the declined in popularity as that would shatter older
existing interpage links.
